[Parti-discuss] move to Mercurial and Google Code

I've just finished moving over the wiki, issue system, downloads, and
source repository to
  http://code.google.com/p/partiwm
(I'll put up a redirect at http://partiwm.org soon.)

With this, we've also switched from Monotone to Mercurial for source
management; you can pull the latest version by typing:
  hg clone https://partiwm.googlecode.com/hg/ partiwm
This should hopefully make it easier for people to track development
and contribute changes. See especially:
  http://code.google.com/p/partiwm/source/createClone

I've copied over all open tickets; this means that CC information was
lost on some of them (on this message I'm CC'ing everything that I
know was affected by this, in case they want to go re-add themselves
to the CC list for their tickets).

I *haven't* copied over any spam; I'm assuming that Google is better
than Trac at keeping it at bay.
